Four of the 10 largest districts in the metro area already have foundations, and at least three others are considering the idea, which experts say has become more popular as public education budgets tighten.
Des Moines school board members on Tuesday discussed spending $6,000 on a study to determine whether a foundation is a good idea for the state's largest district.
